Amendments will come into force on January 1, 2026, fundamentally changing the approach to the circulation of dietary supplements in the Russian Federation. In accordance with Government Resolution No. 1953, the previous flexible system will be replaced by uniform calendar deadlines for the withdrawal of unmarked products from the market, and the list of goods subject to mandatory identification will be expanded.
New mandatory product categories
The regulator is expanding the list of regulated items. Effective March 1, 2026, the requirement for marking in the Chestny ZNAK system will apply to two new groups:
- Vegetable oils registered as dietary supplements.
- Enzyme preparations in the category of biologically active supplements.
Product classification in these groups will be strictly determined by the TN VED and OKPD classification codes.
Key change: setting specific cut-off dates
The key tightening is the complete repeal of the previously existing permit to sell unmarked remaining dietary supplements before their expiration date. The new regulation establishes uniform final disposal points for all:
- For dietary supplements with an established shelf life of up to three years – August 31, 2026 .
- For dietary supplements with a shelf life of more than three years – August 31, 2027 .
Special conditions for new categories and imports
For vegetable oils and dietary supplement enzymes released into circulation (produced or imported) before March 1, 2026 , a separate regulation applies: they can be sold until August 31, 2027, provided they are registered in the system before the specified date.
Particular attention is required in the case of imports: if the contract for the supply of such goods was signed before March 1, 2026, but customs clearance in the Russian Federation occurs after this date, the batch must be marked in an expedited manner – no later than March 31, 2026 .
